Eurovision 2027 Countries: Who's In, Who's Out
TL;DR: As of 20 October 2026, 33 countries have confirmed for Burgas. Canada debuts, the Netherlands and North Macedonia return, Ireland stays out, and Czechia withdraws over money. Spain hasn't decided — RTVE's chairman wants to stay out, and the board is expected to vote in November. France, Portugal, Armenia and Azerbaijan competed in 2026 and haven't said anything yet.
The provisional list: 33 countries
| Status | Countries |
|---|---|
| Host | 🇧🇬 Bulgaria |
| Confirmed (32) | Albania, Australia, Austria, Belgium, Canada, Croatia, Cyprus, Denmark, Estonia, Finland, Georgia, Germany, Greece, Israel, Italy, Latvia, Lithuania, Luxembourg, Malta, Moldova, Montenegro, Netherlands, North Macedonia, Norway, Poland, Romania, San Marino, Serbia, Sweden, Switzerland, Ukraine, United Kingdom |
| No announcement yet | Armenia, Azerbaijan, France, Portugal |
| Undecided | Spain, Iceland, Slovenia, Hungary |
| Out | Ireland, Czechia, Andorra, Bosnia and Herzegovina |
The EBU hasn't published an official list; last year's came in mid-December. Serbia was the latest to confirm, on 20 October. Some fan lists include Azerbaijan instead of Serbia, based on a single social media post — we treat Azerbaijan as unannounced.
If the four silent 2026 participants all return, the field reaches 37. If Spain, Iceland, Slovenia and Hungary also join, it could reach 41. The record is 43 (2008, 2011 and 2018).
Returning
🇳🇱 Netherlands — same country, different broadcaster
AVROTROS, which ran the Dutch entry for years, said on 24 August that the contest "can no longer be considered neutral" and stayed out. NPO, the umbrella body of Dutch public broadcasting, took over and confirmed on 23 September. An independent expert team picks the act, and NOS broadcasts the shows on NPO 1. Source: NOS.
The Netherlands is the only one of the five 2026 boycotters coming back.
🇲🇰 North Macedonia — back after four years
MRT last competed in 2022 and left in 2023 over finances. Its director general signalled the return in May; the confirmation followed in September.
🇨🇦 Canada — the debutant
CBC/Radio-Canada became a full EBU member in June 2026 after a statute change for broadcasters from Council of Europe observer states. The song must be in English and French, and Canada goes through a semi-final. Full detail: Canada at Eurovision 2027.
Out
| Country | Reason |
|---|---|
| 🇮🇪 Ireland | RTÉ won't compete or broadcast, citing the "appalling and ongoing loss of lives in Gaza" |
| 🇨🇿 Czechia | Budget cuts: ČT must save about CZK 350m in 2027. It did not link the decision to Israel |
| 🇦🇩 Andorra | Absent since 2009 |
| 🇧🇦 Bosnia and Herzegovina | Absent since 2016 |
Czechia is the only 2026 participant that has formally announced it won't return. Its exit is about money, and it's a reminder that the field is shrinking for more than one reason. Sources: RTÉ, Euronews.
Undecided
🇪🇸 Spain
22 September: RTVE chairman José Pablo López tells a parliamentary committee he will propose staying out of Eurovision 2027.
September–October: the board postpones twice. Its 15 October meeting doesn't take up the item.
November: the vote is reported for then. No date is confirmed.
Benidorm Fest 2027 goes ahead regardless — 23 to 30 January, according to EFE — but its winner is no longer guaranteed a Eurovision ticket.
🇮🇸 Iceland
Six of RÚV's nine board members signed a statement on 30 September calling for the boycott to continue if Israel takes part. Israel is taking part. We have seen no formal notice to the EBU, so Iceland stays in "undecided" for now — leaning out.
🇸🇮 Slovenia and 🇭🇺 Hungary
Slovenia's RTVSLO cites finances and ties the decision to its 2027 programme plan. Hungary hasn't competed since 2019; it negotiated a lower fee and has until 7 December to decide.
The silent four
France, Portugal, Armenia and Azerbaijan all competed in Vienna and haven't announced anything. There is no reporting that any of them is leaving. France's silence is the notable one: it's a Big Five country and it confirmed in August in 2024.
Israel and the boycott
Kan confirmed on 12 July 2026; the artist will come from the talent show “HaKokhav HaBa”. The EBU has said there will be no vote on Israel's participation for 2027.
In 2026, five countries boycotted: Iceland, Ireland, the Netherlands, Slovenia and Spain. That equalled the 1970 record. Israel finished second in Vienna with 343 points, behind Bulgaria's 516.
New rules for 2027
The EBU adopted three changes in August:
1. Minimum age 18, on the day of the first rehearsal. It had been 16 since 1990.
2. The lead vocal must carry the melody live. Pre-recorded backing vocals can't replace or prop it up.
3. Winning no longer guarantees hosting. If security or a conflict affects the winner's country, the EBU can appoint another host.
One more change is being discussed but is not adopted: moving the public vote fully online and asking viewers to spread votes across several songs. Some fan sites report it as decided. It isn't. Source: Eurovoix.
What a smaller field does to the odds
Qualifying gets easier. With 33 countries and five automatic finalists, 28 semi-finalists chase 20 places. In 2026 it was 30 for 20. If Spain stays out and nobody else joins, a semi-final ticket is worth less than it has been in years — good news for borderline entries priced to miss.
The voting map shifts. Without Ireland and Iceland, two western televotes and two juries disappear. Canada adds a new televote with no neighbours to trade with.
The winner market barely exists yet. Eurovision 2027 outright prices will only start to mean something once national selections run between December and March. Our national selections calendar has the dates.
We'll update this page as countries confirm. Live prices are on our Eurovision odds page.
